ShareOhio State Senate Passes Bill (SB 164) on Increased Foster Caregiver Training

On May 9, 2007, Ohio State Senator Gary Cates introduced a bill to increase prospective family foster caregivers' training hours from 24 to 36. Also, a foster caregiver could fulfill up to 20% of the required 40 hours of continuing training required in the first two years by teaching a training course to other foster caregivers. The bill coordinates the child care system with county boards of mental retardation and developmental disabilities (MRDD). If a child receiving special services from one county's MRDD board, that board must notify the MRDD board of the new county in which the child is placed. It requires the Ohio Department of Job and Family Services to partner with the Ohio Department of Mental Retardation and Developmental Disabilities to offer joint cross system briefings to better educate the professionals of both systems.

This bill passed the senate on June 26, 2007 and was sent to the state house the following day. The state house passed a similar bill (HB 214) addressing training hours for foster parents. Both of these bills were spurred by the August 2006 death of a developmentally disabled boy at the hands of his foster parents.
