ShareIllinois Department of Human Services Request for Proposal for ASO

On March 26, 2007, the Illinois Department of Human Services, Division of Mental Health (DHS/DMH) made a request for proposals to administer the transition from a grant-based to a fee-for-service (FFS) financing system. The contracted company would also review, improve the quality, and assure the appropriateness of community and hospital-based mental health services funded by DHS/DMH including mental health services provided through the Medicaid rehabilitation option, targeted case management and non-Medicaid services.

The successful bidder would be responsible for claims and payments to providers totaling approximately $380 million annually, as well as numerous administrative activities described in the request including:

  • Promoting the recovery and self-determination for persons served by DHS/DMH-funded services
     

  • Ensure that service resources are distributed statewide in appropriate proportion to the DHS/DMH populations and their needs

  • Design and implement mechanisms for provider claims submission, processing, and payment

The implementation of the outlined goals and objectives are to be completed within a 15-month timeline. Proposals were due on May 17, 2007.
