CRIPA Investigation of the Erie County Holding Center & the Erie County Correctional Facility

Before filing the lawsuit in September 2009, DOJ investigated conditions at ECHC and the Erie County Correctional Facility (ECCF) for nearly two years. In July 2009, DOJ sent its findings to Erie County Executive Chris Collins, presenting evidence of constitutional violations. On September 30, 2009, the U.S. Department of Justice (DOJ) filed a civil rights lawsuit against the facility's administrators because of this evidence and also because of the high suicide rate at the facility. This report outlines the investigation of the CRIPA.
