 Implementation Plan Executive Order RP 35 Relating to Reforming the Child Protective Services Program
On July 2, 2004, Governor Rick Perry issued Executive Order RP 35 directing the Health and Human Services Commission (HHSC) to review and reform the state's Child Protective Services (CPS) program. The Governor's order came in response to several cases where children died at the hands of abusers or were left in state of abuse or neglect despite CPS involvement. These cases were all the more troubling because state leaders have taken actions in recent years to the focus on child protection.
