SharePlaintiffs' Response to Maryland Department of Human Resources' 35th & 36th Six-Month Compliance Reports in L.J., et al., v. Massinga

The most recent monitoring report for the the L.J., v. Massinga class action lawsuit filed against the Maryland Department of Human Resources (DHR) noted that some children were still not receiving regular medical care, school enrollment tracking needed improvement, and that the Baltimore City Department of Social Services (DSS) still lacks sufficient appropriate foster care placements. The consent decree in the L.J., v. Massinga lawsuit was approved by the court in August 1988.

The terms of the settlement called for the DHR to hire more caseworkers in the the city of Baltimore, to recruit more foster parents, and to monitor quality of care provided by the DSS which serves nearly 60% of the states children in foster care. In 1991, the consent decree was amended to include Baltimore City foster children placed in unlicensed relative care. Part of the consent decree mandated regular monitoring and reporting.
