ShareTexas DFPS Emergency Procurement for Residential Facility Placements for CPS Youth

The Texas Department of Family and Protective Services (DFPS) sought proposals from registered residential foster care agencies to provide residential services for youth with behavior problems. The procurement sought four gender-specific shelters to be located in Region 1 and Region 3. Those regions have had greatest number of youth with behavior problems staying hours and days in CPS offices due to the unavailability of appropriate residential placement settings for these youths. These youths exhibit behaviors that are not accepted by a majority of current providers.

Proposers were asked to create new placement units in Regions 1 and/or 3. In addition, selected contractors were not permitted to convert existing substitute care placements to the sought Enhanced Services placements. In Region 1 DFPS sought 15 placements for male clients and 15 placements for female clients. In Region 3 DFPS sought 20 placements for male clients and 15 placements for female clients.

Proposals were due by September 4, 2007. Contract announcements were expected by September 28, 2007, and services were to begin by December 3, 2007.
