The Foster Children Self-Support Act of 2010 (H.R. 6192)

The legislation was introduced by U.S. congressman Pete Stark, but became stalled in committee. Representative Stark intends to re-introduce the bill in calendar year 2011. The bill would prevent state child welfare departments from using a foster child's benefits through the federal Old Age, Survivors, and Disability Insurance Benefits program (OASDI) and the Supplemental Security Income for Aged, Blind, and Disabled program (SSI) to cover the costs of foster care.
