This report contains the Child and Family Services Reviews Summary of Key Findings for the Fiscal Years of 2003 and 2004. The report is written and published by the Children's Bureau. The reviews are based on State performances during the fiscal year to seven child welfare outcomes in the area of safety, permanency, and well-being, and with respect to seven systemic factors. In the chart found in the report, each of the practices reviewed is noted and marked with a check mark if it was found to be a strength for the State.
