Rethinking Welfare in the Great Recession: Issues in the Reauthorization of Temporary Assistance of Needy Families

On September 21, 2010, Gordon L. Berlin, president of MDRC, gave a testimony to the Senate Finance Committee on TANF, in a hearing about TANF in preparation for the reauthorization. Mr. Berlin noted that the current economic downturn highlighted the following problems with the current TANF structure:

  • Limited reporting and accountability requirements

  • Excessive flexibility in what counts as state maintenance of effort match

  • Restrictive definitions of activities that meet work participation requirements
