Progress & Challenges: An Analysis of Drug
Treatment & Imprisonment in Maryland From 2000 to 2005
The State of Maryland is slowly moving toward combating drug abuse
with treatment strategies. This report considers progress since
2000. The report compares local, regional, and statewide trends in
the use of substance abuse treatment for drug users with the use of
imprisonment for people convicted of drug offenses, using data
supplied by the Alcohol and Drug Abuse Administration and the
Department of Public Safety and Correctional Services.
Among the key findings:
- Counties with higher individual
incomes tend to offer more treatment for arrested drug users
- Less wealthy counties tend to rely
on incarceration rather than substance abuse treatment programs
