The Implementation of Local Management Entities in North Carolina
Alice P. Lin, Ph.D. reviewed the North Carolina Department of Health and
Human Services (DHHS), Division of Mental Health, Developmental
Disabilities and Substance Abuse Services implementation of Local
Management Entities (LME) and their effectiveness in addressing the
needed mental heath system reforms. In her study, seven of North
Carolina's 25 LMEs were selected for review. The organizations were
reviewed according to: their vision of system reform and the LME
function, planning, consumer access, Consumer and Family Advisory
Committee development, provider development and oversight, and LME
consolidation. This data was taken together to gain a system-wide
assessment of strengths and weaknesses.
Dr. Lin, in reviewing the findings, made several recommendations to
improve mental health services including:

Consolidation of LME business functions

Development of urban and rural workforces
-
Increase in capacity for substance abuse
providers and crisis services
