Improving the Transparency and Accountability of Behavioral Health Service Delivery in the STAR and STAR+Plus Medicaid Managed Care Programs

On September 15, 2010, the Institute for Child Health Policy for the Texas Health and Human Services Commission (HHSC) released a report with a recommendation to improve managed behavioral health services. HHSC is required to develop strategies to improve the transparency and accountability of behavioral health service delivery in the Medicaid managed care organizations. The report recommended that Texas Medicaid increase the number of at-risk performance indicators specific to behavioral health, or apply a separate one-percent at-risk capitation rate for behavioral health performance. HHSC is also considering incentives for provider organization performance in behavioral health services based on episodes of care.
