Oneida County Study of the Human Service Center: Preliminary Draft Report
In December 2007, Oneida County, Wisconsin issued a Request for Proposals
for a comprehensive study of the services and programs of the Human
Service Center (HSC), which serves Oneida, Vilas and Forest counties. In
March 2008, the Oneida County Finance Committee selected the project team
of The Management Group, Inc., Virchow, Krause and Company, LLP, and
Gerry Born to conduct the human services study
The purpose of the study was to analyze the organizational and
programmatic capacity of HSC to deliver services to the tri-county area,
with a primary focus on Oneida County. The study resulted in a
comprehensive review of how HSC is meeting its responsibilities as a
public mental health, substance abuse and developmental disabilities
authority under Chapter 51, Wisconsin Statutes. In addition, the study
explored strategic options for Oneida County to consider. The focus of
this part of the study was two-fold. First, the study focused on the
continuation of Oneida County as a member of the tri-county system.
Secondly, the study explored options for Oneida County and HSC if the
County were to withdraw from the current tri-county system.
