Homestead Job Corps Center RFP: J09UA00026

The Department of Labor released the request for proposals in September 2008. Proposals were due November 4, 2008. The contract is a performance-based cost plus incentive fee structure valued at $28.2 million. The contract will run through May 31, 2011, and it has three one-year renewal options.

The selected contractor will be eligible to earn an incentive fee based on achievement of performance results within the Outcome Measurement System. Outcome measurement scores of 100% or more will entitle the operator to an excellence bonus. For example, for performance year two, the base fee is $360,000; scoring 105% on the Outcome Measurement System will entitle the operator to an incentive fee of $240,000 and an excellence bonus of $54,000. Scoring 82% on the outcome measurement scores will entitle the operator only to an incentive fee of $30,000.
