 Pennsylvania RFP 04-07 Privatization of Forensic Beds in Pennsylvania
State Hospitals & the Establishment of Community Transitional Aftercare
Services
The Pennsylvania Department of Public Welfare is
seeking to create two regionally-based forensic facilities to be located
at Norristown State Hospital in the eastern part of the state, and at
Torrance State Hospital in the western part of the state. A mandatory
pre-proposal conference is scheduled for September 20, 2007. Proposals
are due October 31, 2007.
Offerors may submit proposals for one or both options:

Option 1-Western Forensic Operations:
Consolidation and Privatization of Forensic Services at a Western Site,
provided on the grounds of the Torrance State Hospital, with assistance
in the closure of the Mayview State Hospital forensic center, the closure
of the Warren State Hospital forensic center, and the transfer of
forensic services from Mayview and Warren to a 100-bed facility at the
Torrance State Hospital.

Option 2-Eastern Forensic Operations:
Privatization of 120-bed inpatient Forensic Services at an Eastern Site
on the grounds of the Norristown State Hospital.
