ShareA Study for Re-Establishment of a Department on Aging in Accordance With Connecticut Public Act 05-280

The State of Connecticut will re-establish a cabinet-level Department of Aging, which had been abolished in 1993. The legislation reauthorizing the department called for research on effective department structures. A research team from the Southern Connecticut State University conducted interviews at all levels of state and local agencies. A predominant theme focused on developing a strong, independent, feasible and affordable Department on Aging. The legislative mandate favored effective advocacy at the cabinet level critical to lead and develop future goals, services and outcome measures. 

In an examination of Departments on Aging across the United States, the team identified four different paradigms coordinator, local networker, gatekeeper, and expert advocate that had been successfully implemented, and championed by various stakeholders within Connecticut. The research describes the benefits and liabilities of each paradigm.
