29 States Faced Total Budget Shortfall of at Least $48 Billion in 2009
The researchers from the Center on Budget and
Policy Priorities reviewed state budgets to determine the effects of
budget shortfalls on social service programs.
Of 29 states with budget shortfalls, 21 have enacted or proposed social
service cuts in public health programs, services for the elderly or
disabled, education funding, college and university funding, and the size
of state workforces, which affects provision and oversight of social
services.
The 29 states are Alabama, Arkansas, Arizona, California,
Connecticut, Delaware, Florida, Georgia, Illinois, Iowa, Kentucky, Maine,
Maryland, Massachusetts, Michigan, Minnesota, Mississippi, Nevada, New
Hampshire, New Jersey, New York, Ohio, Oklahoma, Rhode Island, South
Carolina, Tennessee, Vermont, Virginia, and Wisconsin. The District of
Columbia also had a shortfall. As of August 5, all but California and
Michigan have adopted budgets for 2009. Missouri, Texas, and Washington
are projected to have budget gaps in fiscal year 2010 or later, which may
result in social service cuts in those states.
