ShareMissouri MRDD: Home & Community Based Services Organizational Review

This report summarizes key findings from a broad review of Missouri Mental Retardation and Developmental Disability (MRDD) home and community-based services. The review was conducted by three teams, which between them spent 3-4 days in May 2006 in each of Missouri's 11 MRDD Regional Center areas - in each area interviewing consumers, families, provider staff and Missouri Department of Mental Health staff.

The various interviews and reviews highlighted a number of issues of concern that were consistently reported around the state. The report categorizes these issues as falling under the broad headings of "Leadership and Culture", "Services and Access," and "Staffing and Resources" and presents them all as opportunities for improvement.

The key finding is that the most frequently and emphatically voiced concern was the general observation of a complete 'pendulum swing' away from person centered and habilitation towards mere compliance with health and safety directives.
