Options for Access to Non-Emergency Behavioral Health Services for
Uninsured Tennesseans
This report is in response to Public Chapter 812
(PC 812) of the Acts of the 104th Tennessee General Assembly. PC 812
required the Department of Mental Health and Developmental Disabilities (DMHDD),
in conjunction with community mental health providers, service
recipients, family members, and other appropriate state and local
agencies, to recommend options for access to non-emergency behavioral
health services for uninsured individuals in the state.
Between June and November 2006, DMHDD surveyed mental health service
stakeholders to develop plan structures and acquired an actuarial
analysis from Lewis & Ellis, Inc. (L&E), to determine the costs of
providing the services of each plan. The report considers several
benefits packages and provides an estimate of the costs associated with
each to provide services to Tennessee's estimated 521,132 people without
health insurance coverage.
