 Delaware Prison Monitor First Annual Report
The Delaware prison monitor reviewed operations
at the Delores J. Baylor Women's Correctional Institution, the Delaware
Correctional Center, the Howard R. Young Correctional Center, and the
Sussex Correctional Institution according to a December 29, 2006,
Memorandum of Agreement between the U.S. Department of Justice (DOJ) and
the State of Delaware. During the week of May 21, 2007, the monitoring
team, which included medical and mental health professionals, toured the
facilities. They focused on the areas in which medical and mental health
care services are provided. The team evaluated DOC policies and
procedures, record keeping, medication and laboratory orders, staffing,
training, access to care, medication management, emergency care, and
quality assurance.
