Autism Spectrum Disorders Mandated Benefits Review Panel Report: Evidence
Submitted Concerning Pennsylvania HB 1150
The study was commissioned by the Pennsylvania Health Care Cost
Containment Council to analyze demand and possible insurance cost
increases if autism services were covered by group health plans. The
study was commissioned after House Bill (HB) 1150 mandating such coverage
was passed by the Pennsylvania House. The bill was signed into law
on July 9, 2008.
The researchers reviewed literature on the financial and social impact of
the implementation of HB 1150. They projected the proposed benefit,
extent to which the proposed benefit and services are needed, and extent
to which coverage for the proposed benefit already exists.
They determined that the law's provisions would increase insurance
premiums by about one percent. The rise in premiums is seen as a
modest increase, given that insurers predict premiums will rise 8.7% in
2008 even without the new benefit.
