 Commonwealth of Pennsylvania Residential Treatment Facilities 2004-2005 Re-Measurement Behavioral Health External Quality Review Project
This external quality review project evaluated three specific areas of services for children and adolescents at Residential
Treatment Facilities (RTFs) provided through the HealthChoices Program. The key objective of this project was to determine each behavioral health
managed care organizations (BH MCOs) adherence to The Commonwealth of Pennsylvania Department of Public Welfares (DPWs) and its own standards of
timeliness, quality of care, and access to necessary care.
This report is designed to provide information that will assist the Office of Mental Health and Substance Abuse Services
(OMHSAS), their contracted Counties, and subcontracted BH MCOs to: (1) increase enrollees access to needed care, (2) improve the quality of care
provided to HealthChoices Medicaid enrollees, and (3) set future directions and plans for ensuring timely, quality of care for HealthChoices Medicaid
enrollees.
