ShareEducation Actions Needed to Improve Local Implementation & State Evaluation of Supplemental Educational Services


Between 2004 and 2005, 19% of eligible students participated in supplemental education services (SES) or tutoring, which represents a six percent increase over the 12% that participated in 2003-2004. While districts are becoming more effective at informing parents of the availability of tutoring, they face problems in attracting providers to serve in rural districts or student with disabilities. Most of the states (85%) reported needing SES evaluation assistance.

The Government Accountability Office (GAO) recommends that the U.S. Department of Education (Education) share information on promising practices that schools have used to improve supplemental education services (SES) implementation. GAO also recommends that Education provide states with technical assistance to improve evaluation of SES's effect on student achievement, and expand program flexibility where appropriate. Education generally supported GAO's recommendations
