In 2000, the Allegheny Conference on Community Development established a visionary goal for the southwestern Pennsylvania region - by the year 2010 every 10-year-old should be proficient in reading and mathematics. The Allegheny Conference believes that in order to attract new jobs and new residents to southwestern Pennsylvania, the region must ensure that every child enters the workforce proficient in basic skills. Unfortunately, fewer than two-thirds of the fifth-graders (the typical grade for 10-year-olds) in the 10-county region meet state proficiency standards in either reading or math or both, and there has been little improvement over the past three years.
