August 2004 The Availability and Quality of Child Care in Southwestern Pennsylvania: 2004 Overview In 2000, the Allegheny Conference on Community Development established a visionary goal for the southwestern Pennsylvania region - by the year 2010 every 10-year-old should be proficient in reading and mathematics. The Allegheny Conference believes that in order to attract new jobs and new residents to southwestern Pennsylvania, the region must ensure that every child enters the workforce proficient in basic skills.
