Oversight of Private Child
Placement Agencies in Other States This
memorandum summarizes the results of our research into oversight
of private child placement agencies in other states. This
information is intended to provide the Foster Care Interim
Committee with a glimpse of how Colorado's system of oversight
compares to other states.
We reviewed statutes and regulations and
interviewed state administrative personnel in the following
states: California, Illinois, Massachusetts, Michigan, New York,
Ohio, Oregon and Texas. We selected these states because they make
extensive use of private agencies to place children in foster care
and to recruit, screen, train and support foster families. Three
of the states reviewed, California, New York and Ohio, have
state supervised, county-administered child welfare systems. All
the others have state administered systems.  |
