ShareConversion of 17 Public to Privately Operated Community Living Arrangements in FY 2010

The Connecticut Department of Developmental Services (DDS) sought proposals from private non-profit and for-profit organizations to transfer supervision and administrative duties associated with the operation of one or more of 17 Community Living Arrangements (CLAs), or group homes, and the associated supports and services. Organizations can submit multiple proposals and a separate proposal must be submitted for each CLA. Letters of intent to bid were due August 10, and proposals are due September 18, 2009. The proposals will be evaluated by agency performance, support strategies, preferences and relationships, proposed transition time frames, staffing patterns, and budget and/or cost effectiveness. DDS anticipates selecting a contractor by October 24, 2009. The contract is expected to start January 15, 2010. The contracts will last for two years.
