Initial Announcement Invitation to Apply for FY2011 Money Follows the Person Rebalancing Grant Demonstration

On July 26, 2010, the federal Centers for Medicare and Medicaid Services (CMS) released a grant solicitation (CMS-1LI-11-001) to extend the Money Follows the Person (MFP) Rebalancing Demonstration to new states. By August 25, 2010, states should submit a voluntary notice of intent to apply for the grant. The response due date was set for January 7, 2010; awards announcements have been planned for February 28, 2011. The grant is expected to cover states’ MFP implementation activities from April 1, 2011, to March 31, 2016. CMS has anticipated making from five to 20 awards to states newly implementing MFP demonstrations. States selected for the grant funding will be eligible to receive a one-year enhanced FMAP rate for Medicaid home-and community-based services provided to people transitioned from institutional care settings to community-based care settings. Further funding will be made available in fiscal year 2016 for MFP expenditures through 2020.
