Better Data and
Evaluations Could Improve Processes and Programs for Adopting
Children with Special Needs
Better data and evaluations of adoption in the Federal Government could improve processes and programs for adopting children with special
needs. According to the 2002 data from the Department of Health and Human Services
(HHS), approximately 126,000 children were waiting to be adopted, with a significant number of them having special needs. The authors of the report are: Cornelia M. Ashby, Joy Gambino, Joah Iannotta, Kopp Michelotti, Vernette Shaw, and Carolyn M. Taylor.
