ShareFinding the Return on Investment: A Framework for Monitoring Local Child Welfare Agencies

Researchers from Chapin Hall at the University of Chicago sought to present a framework for state and local child welfare agencies that would enable the agencies to monitor their return on investment in child welfare services. It includes a discussion of measurement with a specific emphasis on core outcomes related to child maltreatment and foster care and detecting change over time.
