ShareMaryland Office of the Attorney General Special Report: Victor Cullen Center

This Special Report documents a large group disturbance at the Victor Cullen Center in Maryland in which youth took control of two buildings, attacked and injured staff, and escaped from the facility. The youth were captured quickly, but staff suffered injuries. Victor Cullen is the state's only secure commitment facility for juveniles, however, this marks the third escape from the facility since July 2007. The researchers said their investigation raises questions about whether the facility can successfully provide programming for the broad range of youth housed there. The rehabilitative program is designed for youth who can comprehend a complex peer-oriented treatment program and who are amenable to participating in the treatment program.
