Roadmap for the Mobilization of Electronic Healthcare Information in
Texas
This report is a call to action for Texas in response to the Texas
Legislature, which through Senate Bill 45 from the 79th Regular
Legislative Session, directed the Texas Statewide Health
Coordinating Council to establish an advisory group (HITAC) to
develop a long-range plan for the use of health information
technology in Texas. There is a groundswell of local and regional
Texas health information technology (HIT) initiatives currently in operation or in the planning
stages.
In developing the long-range plan for HIT in Texas, the HITAC
followed a number of key principles. The HITAC recommends that the
planning and development of the electronic health information
infrastructure should:

Be consumer-centric

Engage all stakeholders / participants

Promote regional health information exchange (HIE)solutions
-
Emphasize market driven HIT / HIE adoption and
implementation

Leverage existing information systems and resources
-
Recognize IT as an enabler
-
Remain cognizant of federal efforts
-
Recognize effect of HIT on a culturally diverse population
