Settlement Agreement in United States vs. New York, Regarding Juvenile Justice Facilities

On July 14, 2010, a settlement agreement was made in United States vs. New York, where four New York juvenile justice facilities, the Finger Lakes Residential Center, the Lansing Residential Center, the Tryon Residential Center, and the Tryon Girls Center, were sued. The U.S. Department of Justice placed the four facilities under federal oversight to remedy violations and ensure civil rights of youth confined to the facilities. State and federal officials agreed to new limits on the use of physical force by guards. The agreement also called for the state to hire more psychiatrists, counselors and investigators, and to expand mental health services.
