On July 1, 2008, the Arkansas Department of Human Services launched its Arkansas Long-Term Care (LTC) Partnership program. The joint program of Arkansas Medicaid, the Arkansas Insurance Department, and private insurance companies will protect the assets of individuals as they move into long-term-care facilities. Home and community-based services will be covered by the Arkansas LTC Partnership plans if a qualifying policy provides coverage for such services. Insurance companies will be able to market LTC Partnership policies. Arkansas will become the tenth state to start a long term care insurance partnership program since Congress authorized expansion of the program in the Deficit Reduction Act of 2005.
