South Carolina Medicaid Choice: Bringing A Consumer-Directed,
Market-Based Environment to Medicaid On behalf of the State of South Carolina, the South Carolina Department
of Health and Human Services (SCDHHS) is seeking authorization from the Centers for Medicare and Medicaid Services (CMS) under Section
1115 of the Social Security Act to initiate a waiver research and demonstration project. This request is to waive certain Sections of the
Social Security Act necessary to implement the proposed waiver, as detailed in Section H of this proposal. The proposed project will create a new consumer-directed Medicaid
coverage plan that integrates personal health accounts, personal health
incentives and true options for consumer choice, thus bringing the benefits
of market place incentives to the publicly funded health care program. We
plan to create an environment where providers and insurers are freed from
unnecessary bureaucratic requirements and can compete for the consumer's dollar. Excerpt
