Guidance on Fostering Connections to Success and Increasing Adoptions Act of 2008
In mid-July 2010, the Federal Administration of Children Youth and Families (ACYF) released program instructions for the Fostering Connections to
Success and Increasing Adoption Act of 2008 (Fostering Connections), as well as new related regulations that require transition plans for youths aging out
of foster care to include new information about the youths? health care. The new regulations address two optional aspects of the act, which include a
federally matched guardianship assistance program and a federally matched extension of foster care until age 21. The health care regulations become
effective as of October 1, 2010. This report serves to provide comprehensive information on these new provisions.
