 Report to the California Legislature: A Roadmap for Effective Offender
Programming In California
Reentry and Recidivism Reduction Program (Expert panel) prepared 11
recommendations for the California State Legislature in reference to
reforming the prison and parole system. The Panel believes that the California Department of Corrections and
Rehabilitation does not offer enough quality rehabilitation programs to
its adult offenders, and found a lack of incentives for offenders to
participate in rehabilitation programming. The panel's recommendation
include improvements to the rehabilitation model, as well as a roadmap to
reduce recidivism rates and overcrowding.
