Report
A report based on the audit, Does Prison Substance Abuse Treatment
Reduce Recidivism, Performance Audit of Iowa Department of Correction's
(DOC) Licensed Substance Abuse Programs was released by Iowa Department
of Management Performance Audit Program. The audit focused on the 15
licensed substance abuse treatment programs that serve about 2,000
inmates annually. To measure the programs effectiveness, individuals
released from prison between October 1, 2004 and December 31, 2005 were
evaluated. Overall, these substance abuse programs only slightly reduced
the new conviction recidivism department-wide, but had not effect on the
total recidivism rate. The key findings from the report during the
14-month review period were:

$134,000 in saved operational cost one year following offender release

Substance abuse treatment prevented less than
five new offenses from occurring
DOC is looking for new ways to improve their
substance abuse treatment programs and reduce recidivism by evaluating
evidence-based principles (EBP) within intervention programs, developing
corrective action plans to drive EBPs, and redirect resources into
promising strategies.
