 Guidelines for Implementation of Memorandum of
Agreement Between
The Department of Health and Social Services, Division of Substance Abuse
and Mental Health, Division of Social Services and the Department of
Services for Children, Youth, and Their Families, Division of Family
Services, published this report in June of 2008. This report establishes
guidelines to provide clarity to the Memorandum of Agreement (MOA) and
ensure consistent implementation of the MOA.
