State of Connecticut Behavioral Health Recovery Plan Request for Proposals

This RFP was issued in order to design and implement an integrated public behavioral health service system of care. The three critical goals of the Departments are to improve the quality of behavioral healthcare individuals receive from the publicly funded service system; promote recovery for all individuals with behavioral health disorders; and improve the management of state resources and increase federal financial participation in the funding of behavioral health services. Some of the other topics outlined in this report include service delivery design, covered services, local mental health authority (LMHA) Involvement, administrative integration, the role of the administrative services organization, evaluation and selection, and bidder debriefing.
