ADA Compliance Report for the Los Angeles County Jail System
The report was written by Logan Hopper, an expert on the Americans with
Disabilities Act (ADA), for the American Civil Liberties Union (ACLU) of
Southern California and the Disability Rights Legal Center. Mr. Hopper
sought to provide a representative basic evaluation of issues affecting
the usage of facilities by persons with disabilities. He visited and made
observations at the Men's Central Jail, Twin Tower Complex, North County
Correctional Facility, and the Peter Prichess Center, South Facility.
The ACLU of Southern California concluded that the Los Angeles Sheriff's
Department was in violation of the Americans with Disabilities Act (ADA)
for the following:

Physical barriers to toilets, shower stalls, and visitor areas. This
included narrow openings and lack of grab handles.

Barriers also prevented access to areas of the facilities where
educational and job training programs took place.

Some housing quarters had broken plumbing, lacked natural light, and had
limited access to recreational areas.

Staff at the facilities failed to properly classify inmates as having
disabilities, ignored inmates requests for doctors, and confiscated the
wheelchairs of some paralyzed inmates.
