The Allegheny County, Pennsylvania, Single Point of Accountability (SPA) plan is intended to be a consumer-focused, recovery-based service coordination model that will rely on the service coordinator (formerly called a case manager) to provide behavioral health service consumers living in the community with a single person or team that will handle any question or concern. The SPA will ensure that the consumers questions are answered by the appropriate person or system, that the consumer has access to desired services, and that efforts and activities of all the systems involving the consumer are coordinated.
