Share Oregon DOJ Documents Relating to Governance of The Hemp & Cannabis Foundation

A 2005 investigation by the Oregon Department of Justice (DOJ) Charitable Activities Section. According to DOJ spokesperson, Victoria Cox, a former The Hemp and Cannabis Foundation (THCF) employee reported concerns about THCF operations. DOJ investigated and found governance problems; the investigation has been turned over to the federal Internal Revenue Service. The problems included:

  • The THCF board includes Mr. Stanford, his mother, and a friend. The board meets once a year.
     

  • There are no financial controls; Mr. Stanford oversees all income and disbursements.
     

  • In 2006, Mr. Stanford received $100,000 to cover personal expenses.
     

  • THCF failed to pay federal income tax for employees.
