ShareMaryland Deviates From Best Practice in Juvenile Justice Reform

On May 22, 2008, the Advocates for Children and Youth (ACY) released a study indicating that Maryland's Department of Juvenile Services (DJS) is not replicating the success of the Missouri Model in its new Victor Cullen treatment center. The criteria for Best Practices outlined in this report include:

  • Community service for low-risk youth
     

  • Comprehensive, group rehabilitative services
     

  • Strong link to family and community
     

  • Staff providing services and supervision
     

  • An open dorm model that promotes a therapeutic approach
     

  • Seamless transition and post-release services
     

  • Proven effectiveness
