Maryland Deviates From Best Practice in Juvenile Justice Reform
On May 22, 2008, the Advocates for Children and Youth (ACY) released a
study indicating that Maryland's Department of Juvenile Services (DJS) is
not replicating the success of the Missouri Model in its new Victor
Cullen treatment center. The criteria for Best Practices outlined in this
report include:

Comprehensive, group rehabilitative services

An open dorm model that promotes a therapeutic
approach
