SharePhiladelphia County's Title IV-E Claims Based on Contractual Per Diem Rates of $300 or Less for Foster Care Services From October 1997 to September 2002

The report was issued by the Office of the Inspector General (OIG) of the United States Department of Health and Human Services. The inspectors reviewed a sample of 200 maintenance claims, which are based on a per diem rate of $300 or less. Of the 200 claims investigated, 154 were allowable, and 30 were unallowable: 27 provided services to ineligible children, and three were related to services provided at unlicensed or unapproved foster care facilities. The total value of improper claims was based on the sample findings.
