Behavioral Health for the Vulnerable: Can HMOs Deliver?

Author Laurie A. Helgoe, Ph.D., of the West Virginia Behavioral Healthcare Providers Association, presented findings of the organization's review of a state plan to seek a health maintenance organization to deliver Medicaid-funded behavioral health services for individuals with serious mental illness who receive Supplemental Security Income. The paper examines the potential effects of the state's proposed two-year plan for engaging three different HMOs to deliver the services.
