Frequently Asked Questions Applying the Substance Abuse Confidentiality Regulations to Health Information Exchange (HIE)
The federal Substance Abuse and Mental Health Services Administration and the
Office of the National Coordinator for Health Information Technology released
guidelines on how to legally share substance abuse treatment records through an
electronic health information exchange (HIE). Substance abuse diagnosis or
treatment confidentiality has been protected by a 30-year-old federal law.
