This study examined the role of faith-based and secular community-based nonprofit service organizations in providing a safety net for the poor in urban and rural
America. It explored whether certain types of faith-based or secular nonprofit service organizations are more accessible to poor populations than others, how faith-
based organizations (FBOs) and secular nonprofit service organizations are funded, and whether service provision is more stable and consistent across FBOs than
secular organizations.
