United States v. State of Texas Monitoring Team Report for Austin State Supported Living Center

Since January 2010, compliance monitoring teams approved by the United States Department of Justice (DOJ) and Texas Department of Aging and Disability Services (DADS) have been conducting baseline reviews. At the Austin state Supported Living Center, the monitoring team said the facility had critical staff shortages. The team also noted a 68.3% turnover rate among Mental Retardation Assistants for the 12-month period that ended February 24, 2010. The facility was starting to implement quality assurance protocols. Inadequate risk assessment tools and lack of behavioral function assessments for residents with behavioral support plans created challenges in developing personal support plans for residents.
