ShareLos Angeles County Chief Executive Memo to Board of Supervisors Recommending MAXIMUS Contract Extension for LA GAIN Program

This document describes contract amendments related to an extension of a contract between MAXIMUS, Inc., and Los Angeles County Department of Public Social Services for the Los Angeles Greater Avenues for Independence (GAIN) welfare-to-work program. The amendments included changes to the scope of work related to performance outcomes and key measures. It also allowed the county to levy a fiscal penalty against MAXIMUS in the event that the county fails to meet the mandated TANF Federal Work Participation Rate.

The changes were required due to new TANF reauthorization requirements and for consistency with the Departments goals for the GAIN Program. Specifically, MAXIMUS must achieve a work participation rate for TANF work-eligible individuals that is within two percentage points of county-operated regions.

MAXIMUS has provided GAIN case management services in two of the county's seven GAIN regions. MAXIMUS has provided these services since 2000. The contract extension will run for nine months, from March 1, 2008, to November 30, 2008. The extension was necessary to allow the county time to review responses to a request for proposals seeking GAIN case management services for a three year period to begin December 1, 2008.
