SB 103: Relating to the Texas Youth Commission
The bill places the Texas Youth Commission (TYC) under the oversight
of a single governor-appointed commissioner
until September 1, 2009. After that date, the TYC will be led by a
seven-member board.
Other provisions of the
bill require TYC inmates to be separated by age and offense. Inmates
over the age of 19 will be transferred to
the adult Texas Department of Criminal Justice System. It
establishes a family Bill of Rights for visitation
and contact with inmates, and also instructs families about how to
file grievances. It calls for the creation of
an ombudsman office to act as an inmate advocate. This legislation
was sent to Texas Governor Rick Perry on May
28, 2007.
